Yes, eastern Chad. They’re to be stationed near the border with Darfur. Also according to an article in the Sudanese Arabic newspaper al-Rayaam, US and Chad reached an agreement that allows the US military to be stationed there and another one whereby Chad agreed not to hand over US troops for trial anywhere other than the US itself.

“another one whereby Chad agreed not to hand over US troops for trial anywhere other than the US itself. ”

Yes, that last agreement, if true, is rather odd. Could it be that the US doesn’t want its troops to be handed over to Sudan or Lybia? I’m just guessing here, mind. It just sort of makes sense that the US wouldn’t expect its troops to get anything resembling a fair trial in Lybia or Sudan, if they cause some kind of trouble at the border or something of the sort.

That agreement is standard US procedure, when it comes to stationing troops in foreign countries.

UN types, of course, don’t like it, as it makes it impossible to turn over American troops to the International Criminal Court for any kinds of violations.

However, American courts tend to be stricter, - and meet out worse punishments - than anything the ICC would muster. So UN objections are really based on their notion that they ought to be in charge.

Ah. That makes sense, then. Nothing special here.

The agreement that prevents turning over US citizens to the ICC is standard procedure. Basically it is a sovereignty issue. The US does not want senior military officers or officials sent to the ICC because theoretically the ICC could be used for politically motivated prosecutions. It is discussed in more detail here:

[…] New UN Secretary-General Ban reported to the Security Council on whether UN peacekeepers should be sent to Chad and the CAR. Just what he recommended, though, is a matter of debate. Depending on which article you read, he either recommended that troops be sent or warned that sending UN peacekeepers to Chad carries “serious risks” and made no recommendation. Reports agree, though, that Ban was more favorable to UN forces in Chad than was his predecessor, who recommended against them. Human Rights Watch is urging the UN Security Council to send a strong force to Chad. Drima, in addition to linking another article on UN Security Council preparations to send troops to Chad, notes that a Sudanese Arabic paper has reported that the US and Chad reached an agreement that allows the US military to be stationed there.
