UN Security Council Preparing To Send UN Troops to Chad

Yes, eastern Chad. They’re to be stationed near the border with Darfur. Also according to an article in the Sudanese Arabic newspaper al-Rayaam, US and Chad reached an agreement that allows the US military to be stationed there and another one whereby Chad agreed not to hand over US troops for trial anywhere other than the US itself.

SUDANESE CONSTITUTION, PART TWO: BILL OF RIGHTS
Freedom of Expression and Media
39 (1) Every citizen shall have an unrestricted right to the freedom of expression, reception and dissemination of information, publication, and access to the press without prejudice to order, safety or public morals as determined by law.
(2) The State shall guarantee the freedom of the press and other media as shall be regulated by law in a democratic society.
(3) All media shall abide by professional ethics, shall refrain from inciting religious, ethnic, racial or cultural hatred and shall not agitate for violence or war.

What’s this about?? hmmmmm!!
Yes, that last agreement, if true, is rather odd. Could it be that the US doesn’t want its troops to be handed over to Sudan or Lybia? I’m just guessing here, mind. It just sort of makes sense that the US wouldn’t expect its troops to get anything resembling a fair trial in Lybia or Sudan, if they cause some kind of trouble at the border or something of the sort.
That agreement is standard US procedure, when it comes to stationing troops in foreign countries.
UN types, of course, don’t like it, as it makes it impossible to turn over American troops to the International Criminal Court for any kinds of violations.
However, American courts tend to be stricter, - and meet out worse punishments - than anything the ICC would muster. So UN objections are really based on their notion that they ought to be in charge.
Ah. That makes sense, then. Nothing special here.
The agreement that prevents turning over US citizens to the ICC is standard procedure. Basically it is a sovereignty issue. The US does not want senior military officers or officials sent to the ICC because theoretically the ICC could be used for politically motivated prosecutions. It is discussed in more detail here:
